Neighborhood Assistance Act Applications Open Now through June 5, 2026
The Connecticut Neighborhood Assistance Act (NAA) Tax Credit Program is designed to provide funding for municipal and tax-exempt organizations by providing a corporation business tax credit for businesses who make cash contributions to these entities. Each municipal agency or tax-exempt organization that wishes to participate in the NAA Program must complete in its entirety Form NAA-01. Applications are due by Friday, June 5, 2026 at 4:00pm and must be submitted directly to the Town Manager’s Office, 84 South Main St., Cheshire, CT 06410. Interested organizations wishing to learn more about the program and/or have specific questions should visit the State of Connecticut Department of Revenue Services website as the Town’s role is primarily administrative.
Applications are approved by the municipality’s governing body and forwarded to Department of Revenue Services (DRS). Once an organization is approved by the state, businesses can receive a credit of 60% of their approved contribution to certain programs (or 100% in the case of certain energy conservation programs) approved by the DRS.

Next Electronics and Mattress Recycling Event on March 14, 2026
The Town of Cheshire will host a free Electronics and Mattress Recycling Event on Saturday, March 14, 2026, from 9 AM – 1 PM at 1304 Waterbury Road (the old transfer station). Also accepted on this day: grass clipping, leaves, branches & brush. This event is open to Cheshire residents only, proof of residency is required.
These events are held monthly, usually on the second Saturday. The date may change due to religious holidays, weather conditions, emergencies or unforeseen events. Always check the Town website (www.cheshirect.gov).
Mattresses
Cheshire residents may drop off their mattresses, box springs. Unacceptable items, see below.
Electronics
Residents may drop off their electronic recyclables. Acceptable items to recycle include computers/laptop/printer/keyboard/mouse/monitor; TV/VCR/DVD/remote; telephone/cellphone; fax machine; console; scanners; iPods/PDAs; stereo equipment, camera; tablet/eBooks; small appliances, lightbulbs, game consoles/controllers and household batteries. Unacceptable items, see below.
Grass Clippings, Leaves, Branches & Brush
Residents must empty grass clippings and leaves out of the bag or container. Branches must be 6” or less in diameter and 4’ or less in length. Unacceptable items, see below.
THE FOLLOWING ITEMS WILL NOT BE ACCEPTED:
- Mattresses from futons, sofa beds, water beds, car beds, crib mattresses
- Mattresses infested with bed bugs.
- Mattresses that are wet, damaged, or excessively soiled
- Sleeping Bags
- Mattress pads, toppers, pillows, bedding
- Furniture, other household items
- Garbage
- Smoke detectors
- Car batteries
- Appliances containing Freon, including AC units, refrigerators, and dehumidifiers

Press Release: Information on Warming Centers
As of February 3, 2026, in response to the State activating the Severe Cold Weather Protocol, the Town of Cheshire continues to operate under severe cold weather protocol until further notice.
Warming centers for residents will be open at the following locations:
- Cheshire Senior Center, located at 240 Maple Avenue from 8:30 a.m. to 4:00 p.m. Monday - Friday.
- The Cheshire Public Library located at 104 Main Street will also be open as a warming station from Monday-Thursday 9AM-8:30PM, Friday & Saturday 9AM-5 PM.
- In the event of an extended, wide-spread power outage we will open the Cheshire Youth Center located at 559 South Main St.
Parents should monitor their children’s outdoor activities and be aware of any signs of frost bite or distress, especially when the wind chill reaches the zero mark. Limit the time your pets are outside as well.
The Cheshire Emergency Management Team will continue to monitor advisories and wind chill alerts that have been issued by the National Weather Service. Here are some prevention tips from the Ready.gov web site to stay safe in the cold:
- Make a Family Communications Plan. Your family may not be together when disaster strikes, so it is important to know how you will contact one another, how you will get back together and what you will do in case of an emergency.
- Make an emergency kit for at least three days of self-sufficiency.
- Prepare your home:
- Make sure your home is well insulated and that you have weather stripping around your doors and window sills to keep the warm air inside.
- Make sure you have working carbon smoke and monoxide detectors.
- Keep fire extinguishers on hand, and make sure everyone in your house knows how to use them. House fires pose an additional risk, as more people turn to alternate heating sources without taking the necessary safety precautions.
- Learn how to shut off water valves (in case a pipe bursts).
- Insulate your home by installing storm windows or covering windows with plastic from the inside to keep cold air out.
- If you have a wood burning fireplace, consider storing wood to keep you warm if winter weather knocks out your heat. Also, make sure you have your chimney cleaned and inspected every year.
- Have at least one of the following heat sources in case the power goes out:
- Extra blankets, sleeping bags and warm winter coats
- Fireplace or wood-burning stove with plenty of dry firewood, or a gas log fireplace
- Plan to bring pets inside.

CHESHIRE:
Town Manager Sean Kimball announced that the net Grand List for October 1, 2025, has been finalized in the amount of 4,141,473,727 which is an increase of 110,559,669 or 2.74% from the October 1, 2024 Grand List.
The change in the net Grand List is reflected in the following components:
Real Estate increased by 93,074,089 or 2.66%;
Business Personal Property increased by 2,005,338 or 0.91%;
and Motor Vehicles increased by 15,480,242 or 4.94%.
“At 2.66%, the Grand List growth for real estate represents the highest percentage increase in over 30 years for non-revaluation years,” Kimball said. “While this is positive news for Cheshire’s long-term financial stability, it is important to note that 83% of this real estate growth was driven solely by the Stone Bridge Crossing development, meaning that most of tax revenues from those properties will be captured in the Tax Increment Financing (TIF) district and not available to the general fund to support the budget until certain obligations are met and funds can be redirected by the Town Council.” Kimball further noted that two of Cheshire’s Top 5 Taxpayers are now properties associated with Stone Bridge Crossing.
Property owners wishing to appeal their 2025 Grand List real estate, business personal property assessment or their 2024 supplemental motor vehicle assessment before the Board of Assessment Appeals must submit a written application to the Board on or before February 20, 2026. These forms will be available on the website at www.cheshirect.gov and from the Assessor’s Office in the Town Hall at 84 South Main Street. By state statute, an appeal can be heard ONLY if the request has been submitted on the prescribed form to the Cheshire Board of Assessment Appeals by February 20, 2026.

Notice is hereby given that the Town of Cheshire, under its Registration No. GSM000058 for the General Permit for Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4) will have the Draft 2025 Annual Report available for review and comment by the General Public. The report describes Town activities during 2025 along with future activities to comply with the MS4 General Permit.
The Draft 2025 Annual Report will be available on the Town’s website by February 15, 2025 and will remain available for public comment for at least thirty days. Hard copies of this report are available upon request.

With the expected snowstorm upon us, the Town of Cheshire is asking for your cooperation to allow us to provide maximum service to all our residents by helping us keep our Town roads safe.
Parking Ban
The Cheshire Police Department has activated a parking ban beginning Sunday, January 25, 2026 at 12:00 AM until further notice, meaning there is no parking on the roadways by Town Ordinance. Failure to move a vehicle could result in it being towed. Residents are responsible for removing basketball hoops and any other private property from town roads and right-of-way so that they don’t impede snow removal operations.
Shoveling Out Hydrants and Blowing Snow into the Roadway
Town ordinance also states that property owners are responsible for clearing all snow and ice from sidewalks adjacent to their property within 24 hours of the end of the snowfall or precipitation. The Public Works Department suggests that residents wait until the Town plows have pushed back snow to the curb line before clearing the sidewalk areas. This generally happens within 4 to 6 hours after the snow has stopped.
We are requesting residents that when they are out shoveling snow from their driveways and sidewalks to also clear nearby fire hydrants. By clearing a three-foot radius around the hydrant will help save precious time in battling a fire.
Residents who live on a cul-de-sac or lesser-traveled roads are encouraged to be patient with the removal of snow from these areas. Priority is given to clearing access in the travel portions of the through roads. Once the storm subsides, the roads will be pushed back to the curb line as reasonably possible, which allows room for additional snowfall from future snowstorms. This also allows access to mailboxes and newspaper receptacles and opens up storm drains to allow melting snow to run off properly.
The Public Works Department suggests that residents make certain their mailboxes are at least 42 inches above the roadway and set back slightly from the edge of the road so that the postal carrier can reach it, behind either the face of curb or edge of road. The Public Works Department does not replace mailboxes that are displaced by snow or slush from plows. If contact with a plow can be shown, then it will be replaced with a standard style mailbox. Please refer to the Town Council’s policy resolution on mailboxes for more information.
Residents and private plowing contractors should take note that the Town prohibits snow to be placed on any public highway in such a manner as to impede or inconvenience travel on any roadway. Residents or private contractors will also be held responsible for any curb damage done as a result of plowing snow across roadways.

Important Message Regarding Tax Bills

The last day to pay the 2nd installment of the 2024 GL Real Estate Tax Bill, the 2024 GL Supplemental Motor Vehicle Tax Bill, and the 2026 Residential Sewer Use Bill is Monday, February 2, 2026.
Payment must be RECEIVED in the Tax Office by 4:00 pm on February 2, 2026. The payment drop box located in the Cheshire Town Hall parking lot is checked and blocked off at 4:00 pm on February 2, 2026. If you are mailing your payment, it MUST CONTAIN AN OFFICIAL US POSTMARK of February 2, 2026 or prior to be considered an on time payment. The only way to ensure your envelope contains an OFFICIAL US POSTMARK is to bring your envelope into a post office and request they hand stamp the date they received it on the envelope. Placing your payment in a mailbox on or close to the last day to pay DOES NOT GUARANTEE it will be stamped with an Official US Postmark of the day you mailed it.

Update on Residential Sewer Use Billing
Sewer Use bills for residential customers were mailed on 12/31/2025. These bills are available online at www.cheshirect.gov . You will need either your bill # or the Unique I.D. Number for your property to access the Sewer Use bill online.

Delay in Mailing of Sewer Use Charge Bills
A Message from The Town of Cheshire Collector of Revenue
There has been a delay in mailing Sewer Use Charge bills this year due to an issue with the processing company. I hope the residential bills will be mailed by December 31, 2025. The 2026 yearly rate for Sewer Use Charge for a single-family residence is $490.00. I will update the Town website as new information becomes available and we are able to start accepting payments for 2026 Sewer Use Charges.

Press Release: Electronics and Mattress Recycling Event
The Town of Cheshire will host a free Electronics and Mattress Recycling Event on Saturday, December 13, 2025, from 9 AM – 1 PM at 1304 Waterbury Road (the old transfer station). Also accepted on this day: grass clipping, leaves, branches & brush. This event is open to Cheshire residents only, proof of residency is required.
These events are held monthly, usually on the second Saturday. The date may change due to religious holidays, weather conditions, emergencies or unforeseen events. Always check the Town website www.cheshirect.gov
Mattresses
Cheshire residents may drop off their mattresses, box springs. Unacceptable items, see below.
Electronics
Residents may drop off their electronic recyclables. Acceptable items to recycle include computers/laptop/printer/keyboard/mouse/monitor; TV/VCR/DVD/remote; telephone/cellphone; fax machine; console; scanners; iPods/PDAs; stereo equipment, camera; tablet/eBooks; small appliances, lightbulbs, game consoles/controllers and household batteries. Unacceptable items, see below.
Grass Clippings, Leaves, Branches & Brush
Residents must empty grass clippings and leaves out of the bag or container. Branches must be 6” or less in diameter and 4’ or less in length. Unacceptable items, see below.
THE FOLLOWING ITEMS WILL NOT BE ACCEPTED:
- Mattresses from futons, sofa beds, water beds, car beds, crib mattresses
- Mattresses infested with bed bugs.
- Mattresses that are wet, damaged, or excessively soiled
- Sleeping Bags
- Mattress pads, toppers, pillows, bedding
- Furniture, other household items
- Garbage
- Smoke detectors
- Car batteries
- Appliances containing Freon, including AC units, refrigerators, and dehumidifiers
- Stumps, Logs. Large branches over size limit.

In response to the State activating the Severe Cold Weather Protocol, the Town of Cheshire’s warming center are now open through 12:00 p.m. on Tuesday, December 9, 2025.
Warming centers for residents will be open at the following locations:
- Cheshire Senior Center, located at 240 Maple Avenue from 8:30 a.m. to 4:00 p.m. Monday - Friday.
- The Cheshire Public Library located at 104 Main Street will also be open as a warming station from Monday-Thursday 9AM-8:30PM, Friday & Saturday 9AM-5 PM.
- In the event of an extended, wide-spread power outage we will open the Cheshire Youth Center located at 559 South Main St.
Parents should monitor their children’s outdoor activities and be aware of any signs of frost bite or distress, especially when the wind chill reaches the zero mark. Limit the time your pets are outside as well.
The Cheshire Emergency Management Team will continue to monitor advisories and wind chill alerts that have been issued by the National Weather Service. Here are some prevention tips from the Ready.gov web site to stay safe in the cold:
- Make a Family Communications Plan. Your family may not be together when disaster strikes, so it is important to know how you will contact one another, how you will get back together and what you will do in case of an emergency.
- Make an emergency kit for at least three days of self-sufficiency.
- Prepare your home:
- Make sure your home is well insulated and that you have weather stripping around your doors and window sills to keep the warm air inside.
- Make sure you have a working carbon monoxide detector.
- Keep fire extinguishers on hand, and make sure everyone in your house knows how to use them. House fires pose an additional risk, as more people turn to alternate heating sources without taking the necessary safety precautions.
- Learn how to shut off water valves (in case a pipe bursts).
- Insulate your home by installing storm windows or covering windows with plastic from the inside to keep cold air out.
- If you have a wood burning fireplace, consider storing wood to keep you warm if winter weather knocks out your heat. Also, make sure you have your chimney cleaned and inspected every year.
- Have at least one of the following heat sources in case the power goes out:
- Extra blankets, sleeping bags and warm winter coats
- Fireplace or wood-burning stove with plenty of dry firewood, or a gas log fireplace
- Plan to bring pets inside.

We want to alert you to a recent scam targeting individuals by impersonating various Town employees and committee members.
What’s happening:We’ve been made aware of fraudulent messages (via email) going out to applicants requiring additional application fees for an application to be approved. So far, we are aware of emails impersonating Planning and Zoning staff as well as members of the Beautification Committee. The Beautification Committee impersonator used "planning.cheshire@mail.com" to send scam messages (read more below on how to identify a real Town of Cheshire email address).

- We never ask for additional payments through wire transfer. Fees for any applications are discussed in person with the applicant.

Press Release from Cheshire Human Services: Regarding the Disruption in SNAP Benefits
AN IMPORTANT MESSAGE FROM CHESHIRE HUMAN SERVICES REGARDING THE DISRUPTION IN SNAP BENEFITS:
Due to the federal government shutdown, as of November 1, 2025, SNAP (Supplemental Nutrition Assistance Program) benefits will not be disbursed.
The Cheshire Human Services Department, Cheshire Food Drive, Inc. and the Cheshire Community Food Pantry, Inc. are working together to increase the level of assistance provided until the shutdown ends as many of the families we collectively serve, and others, will be impacted by this disruption. Below is a list of local resources should you need assistance or wish to donate to these community programs:
The Cheshire Human Services Department distributes the Food Vouchers provided by Cheshire Food Drive, Inc., qualifies people to utilize the Cheshire Community Food Pantry, Inc. and the Senior Center hosts a Senior Nutrition Program for qualified seniors. The Human Services Department also distributes grocery store gift cards to qualified individuals to be distributed as a supplement to the Food Voucher Program and the Food Pantry. You can reach the Human Services Department at (203) 271-6690 between 8:30 a.m.-3:00 p.m. or by email at cheshirehumanservices@cheshirect.gov. Volunteers Needed for Insurance Advisory Study Group
Volunteers needed! The Town Council is recruiting three (3) volunteers from the Cheshire community who have experience working in the insurance industry, or other relevant areas of expertise, to serve on a temporary Insurance Advisory Study Group.
The Study Group is tasked with reviewing the Town’s medical, property, casualty, and life insurance programs and providing recommendations to the Town Council by April 1, 2026.
Residents wishing to be considered for this temporary appointment should submit a note of interest and resume to the Town Council c/o the Town Manager’s Office to townmanager@cheshirect.gov by Monday, November 10, 2025 at 12pm.

Townwide Leaf Collection Starts November 3rd
The Town’s Leaf Collection will begin on Monday, November 3, 2025. Residents may bring leaves in biodegradable bags for disposal at the Public Works Garage, 1286 Waterbury Road on Monday mornings from 7:30-8:30 AM on 11/3, 11/10, 11/17, 11/24, 12/1 and 12/8.
For Curbside Collection: leaves must be placed curbside in biodegradable bags before 7:00 AM Mondays for pick-up by the Public Works Department according to the following schedule.
- November 3 – November 7, 2025 – Entire Town.
- Week of November 10, 2025* All residences EAST side of Route 10 (Wallingford side) *Tuesday 11/11 is Veterans Day observed and there will not be any collections.

Explanatory Text for 2025 Referendum
At a Special Meeting on August 25, 2025, the Cheshire Town Council approved funding for the 2025-2026 Capital Expenditure Budget referendum items. As required by the Town Charter, these funding items will be presented to voters for approval in a referendum on November 4, 2025, held alongside the general election. Voting will take place from 6:00 a.m. to 8:00 p.m. at the polling places listed below.

Chip Sealing Schedule
The Town will begin Chip Sealing as part of the annual Pavement Management Program on Tuesday, September 23, 2025. The work is expected to last approximately 2 weeks.
Current Status:
Crews have begun sweeping and cleaning the roads in preparation for the contractor's arrival.
What to Expect:
• Residents will maintain access to their properties during the work.
• Minor delays may occur while work is underway.
• After completion, a final sweep will be done to remove any remaining loose stone.

Town Council Public Hearing 8/18/2025

Pursuant to Sections 7-2, 7-3 and 7-4 of the Charter of the Town of Cheshire, Connecticut, the Cheshire Town Council and the Water Pollution Control Authority will hold a public hearing on Monday, August 18, 2025 at 6:30 p.m. in Town Council Chambers, 84 South Main Street, Cheshire. Electors and other persons qualified to vote in Cheshire will be given an opportunity to comment on the following proposed appropriations for the Capital Expenditure Budget of the Town for the 2025-2026 Fiscal Year, and the issuance of bonds, notes and temporary notes to finance certain appropriations within said budget.
The Town Council may, after the public hearing and prior to adopting the proposed Capital Expenditure Budget, add or delete items, increase or decrease estimated appropriations and borrowing amounts, expand, reduce, delete or otherwise modify the scope of any of the projects described above, and reallocate the amount of proposed appropriations and proposed borrowing among projects. After the public hearing, the Council will hold a meeting and reject or adopt the Capital Expenditure Budget, as modified, or any part of the Budget, and no further public hearing will be held. The Council will also adopt resolutions making appropriations and authorizing the issuance of bonds or notes to implement the Annual Capital Expenditure Plan projects, and the holding of a referendum if necessary, in accordance with Sections 7-3 and 7-4 of the Charter. The Council has submitted the proposed Annual Capital Expenditure Budget to the Planning and Zoning Commission for a report pursuant to Section 8-24 of the Connecticut General Statutes. If the Council modifies the scope of any of the projects described above following its public hearing, and adopts appropriation and bonding resolutions for the project, it will refer such modified project to the Planning and Zoning Commission for a report. The Council will consider any such report after it is received at a subsequent meeting as permitted by Section 8-24 of the Connecticut General Statues. The Council may, in its discretion, group individual items or projects together into general items or projects where those projects have a natural relationship with one another when preparing and acting on appropriation and/or borrowing resolutions and/or questions for submission to referendum. The portion of the hearing pertaining to sewer construction if applicable will be a joint hearing with the Water Pollution Control Authority in accordance with Section 7-247a of the Connecticut General Statutes.

Town Council Public Hearing 8/12
The Town Council of the Town of Cheshire will hold a public hearing at 7:00 p.m. on Tuesday, August 12, 2025 in the Town Hall Council Chambers, 84 South Main Street, Cheshire, Connecticut, to consider the potential sale of 58 +/- Acres of real property formerly owned by the State of Connecticut adjacent to Interstate 691 with frontage on Route 10 (subject property) to 3 Squared LLC for economic development purposes. The Public is invited to attend and will be provided the opportunity to speak at the hearing. The Developer will be presenting their full plan to the Council and the Public at this hearing.

Bartlem Park Main Driveway Repaving
Grading of the main driveway into and through Bartlem Park, the northern parking lot near the grass fields and the pool parking lot has been completed, and the first layer of asphalt is scheduled to begin on Friday morning, August 15th. The paving order will be the pool parking lot first, then the cul-de-sac, then the North parking lot.
All visitors are encouraged to enter into the park into the new parking lots near the turf field and utilize the sidewalks to access facilities and areas within the park. Public Works staff will be on site to facilitate access to those that require accommodations. Please allow extra time when attending programs and visiting the pool and park as there may be brief driveway closures, and some parking areas will be temporarily closed. Thank you for your patience as we work to improve Bartlem Park for the community.

Here are some tips from the Red Cross to stay safe in the heatwave:
• Listen to a NOAA (National Oceanic and Atmospheric Administration) Weather Radio for critical updates from the National Weather Service (NWS).
• Never leave children or pets alone in enclosed vehicles.
• Stay hydrated by drinking plenty of fluids even if you do not feel thirsty. Avoid drinks with caffeine or alcohol.
• Eat small meals and eat more often.
• Avoid extreme temperature changes.
• Wear loose-fitting, lightweight, light-colored clothing. Avoid dark colors because they absorb the sun’s rays.
• Slow down, stay indoors and avoid strenuous exercise during the hottest part of the day.
• Postpone outdoor games and activities.
• Use a buddy system when working in excessive heat.
• Take frequent breaks if you must work outdoors.
• Check on family, friends and neighbors who do not have air conditioning, who spend much of their time alone or who are more likely to be affected by the heat.
• Check on your animals frequently to ensure that they are not suffering from the heat

State of CT DOT Project: Milling & Resurfacing of Route 70
The State of CT Department of Transportation is tentatively planning to begin the milling and resurfacing of Route 70 (Route 68 Prospect Rd. to Route 10 Highland Ave.) project in Cheshire on Thursday, June 26, 2025. Milling is anticipated to be complete as of June 30, 2025, and paving is tentatively scheduled for July 7, 2025 through July 13, 2025 with work being performed between the hours 6:30 p.m. and 5:30 a.m.
